You can. Ebay was best for me. I could hear the heartbeat at about 19/20 weeks with the home version. It just takes some practice to find it.
I’m not sure whether Canada has Motherhood Maternity stores, but I know that here in the US you can buy dopplers there. I’m sure they have a website too, maybe check it out.
Don’t bother getting on until you’re in your third trimester- the home-use ones aren’t strong enough to hear the heartbeat before then, and you’d be wasting your money.
I got one from ebay…but I think I only heard it once or twice. Didnèt work very well…you can look into renting them as well.
